简要规则描述：本项目主要为三林镇农村公路综合养护（2025）服务，包括但不仅限于23条农村公路的路基、路面、桥梁、防护工程、雨水排水设施等土建工程以及道路标志标线、防冲护栏、禁入栅等附属设施的清扫保洁，经常性保养和修补其轻微损坏部分的作业等。协同采购人及其它相关部门迅速处置应急事件，制定相应的应急预案，除发生不可抗力事件，其它任何情况下必须保持相关设施处于良好的技术状态，实现管养路段各类设施安全良好、规范齐全、通（运）行状况良好。本项目最高限价（元）：3,290,000.00元（其中日常养护经费最高限价2,840,000.00元；专项养护经费最高限价450,000.00元）（具体详见第三章采购需求书）

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。 （2）扶持残疾人福利性单位，并将其视同小微型企业；
