(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote employment for people with disabilities. Implement according to the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement' (Caiwu [2020] No. 46) and the 'Notice on Further Increasing the Support for Small and Medium-Sized Enterprises in Government Procurement' [2022] No. 19.
(c)本项目的特定资格要求：具备建设部颁发的建筑工程施工总承包三级及其以上资质，拟派项目负责人具备房屋建筑工程注册建造师二级及其以上资格。本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: Possesses construction qualifications of Grade III or above for general contracting of building engineering issued by the Ministry of Housing and Urban-Rural Development, and the proposed project leader has qualifications of a registered constructor for housing construction projects of Grade II or above. This project is specifically aimed at procurement from small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
