简要规格描述或项目基本概况介绍、用途：44个小区进行生活垃圾精品示范小区亮点提升，主要以全面提升分类投放点设施便利化、智能化水平，深化垃圾分类智能场景应用，探索可回收资源化利用，开展绿色低碳垃圾分类实践。采购人拟采购垃圾箱房及垃圾亭更新材料、除臭设备、杀虫设备、周边环境广宣材料等。（具体内容及要求详见招标文件第三章—采购需求书）
Brief specification description or basic overview of the project: Forty-four residential communities have carried out highlights improvement of high-quality demonstration communities for domestic waste, mainly focusing on comprehensively enhancing the convenience and intelligence of facilities at classified disposal points, deepening the application of intelligent scenarios for waste classification, exploring the utilization of recyclable resources, and conducting green and low-carbon waste classification practices. The purchaser intends to purchase materials for the renewal of garbage bin rooms and garbage kiosks, deodorization equipment, pest control equipment, and publicity materials for the surrounding environment, etc. For specific content and requirements, please refer to Chapter Three of the tender documents - Procurement Requirements.
合同履约期限：合同签订生效后30天内将产品送至采购人指定地点并安装验收完毕。
The Contract Period: The products shall be delivered to the designated location of the purchaser and installed and accepted within 30 days after the contract is signed and takes effect.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

2、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. It must be a legal person or unincorporated organization lawfully established within the territory of China; 2. Subcontracting is not allowed for this project.
