(b)落实政府采购政策需满足的资格要求：2.1落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：专门面向中小企业，评审时，中小企业产品均不执行价格折扣优惠。
2.2扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；

3.2具备建设部颁发的建筑工程施工总承包三级及其以上资质且同时具备建设部颁发的建筑装修装饰工程专业承包二级资质及其以上，并具备有效的安全生产许可证。
3.3拟派项目经理具有建筑工程专业贰级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
