Dear Sir/Madam,

China Harbour Engineering Company Limited (“CHEC”) is currently executing the Dredging Project at the Port of Tema, Ghana. Considering your company’s professional capability in design and design management, we hereby formally invite your company to submit a quotation for the Design Management Services related to the dredging scope of the project.

The project information and quotation requirements are listed below:

1. Project Title

Procurement of Design Services for the Dredging Project at Tema Port, Ghana

2. Project Location

The dredging works are located inside the old basin of the Port of Tema, Republic of Ghana (West Africa).

3. Project Description

The scope of the project includes dredging, reclamation and offshore disposal.
The dredged material mainly consists of:

· silty sand and clay,

· medium-weathered rock,

· highly-weathered gneiss.

Approximate dredging/reclamation volume: 2,614,600 m³.
The reclamation area (approx. 394,700 m²) is located southwest of the old port basin and adjacent to the new port terminal.
The dumping area is designated by the Employer, located near anchorage area “H”, approximately 14 km from the construction site.

4. Scope of Services

The selected design subcontractor shall:

1. Be responsible for design management, including quality, progress, and deliverables related to the dredging design. Support CHEC project team on meetings, minutes, daily communication, etc.

2. Based on Employer-approved design requirements and CHEC project schedule, complete design-related tasks and submit documents to the Employer for approval, including but not limited to:

o Basis of Design (BoD)

o Dredging Layout Plan

o Dredging Cross Sections

3. Provide design support during the construction period, including revising design drawings in case of variations and coordinating design changes.

5. Personnel Requirements

1. The subcontractor shall assign one Design Manager (Project Engineer) to participate in the project management team and undertake design coordination and management works.
The Design Manager shall be subject to approval by the Employer and CHEC. If rejected, the subcontractor shall replace the personnel without delay.

2. The Design Manager must be proficient in English (listening, speaking, reading and writing), able to communicate independently with the Employer.
If the personnel cannot meet project requirements, CHEC reserves the right to request replacement at any time.
If the replacement still fails after two attempts, CHEC reserves the right to claim any losses caused.

6. Schedule

· Total design duration: 1 month

o From November 20, 2025 to December 20, 2025

· First submission of design deliverables shall be completed and submitted to the Employer within 15 days.

7. Quality Requirements

Design works shall comply with applicable Ghana national standards and Employer’s requirements.

8. Payment Terms

Progress payment will be made within 30 days after:

· completion of design work,

· approval by the Employer, and

· after CHEC receives the corresponding progress payment from the Employer.

9. Performance Bond

10% of the contract value shall be provided as Performance Security.

10. Other Requirements

The subcontractor shall be responsible for obtaining any required permits, visas or approvals necessary for performing the services.

2. Quotation Content Requirements
The quotation shall be lump sum and include, but not be limited to:
labor costs, management fees, taxes, safety costs, and all other relevant expenses.
Once confirmed, the unit price shall not be subject to adjustment.
Please indicate validity of quotation (min. 30 days).

3. Quotation Submission Deadline:
November 20, 2025

4. Submission Method:
Scan of the quotation document with company stamp/seal, submitted via email.

o Company business registration/license

o Relevant certificates and company profile
