简要规则描述：本项目主要是通过公开采购的方式选择一家合格的供应商协同采购人开展2026年度精品城区建成区域（灵岩南路、三林路）市容秩序管理工作。主要工作内容包括：协同综合执法队开展精品城区建成区域市容秩序管理工作，发现和处置各类市容秩序问题，指导和督促商户履行门责管理义务、规范开展更新等。（具体详见第三章采购需求书）
Brief Specification Description: The main purpose of this project is to select a qualified supplier through open procurement and collaborate with the purchaser to carry out the management of urban appearance and order in the built-up areas of the boutique urban areas (Lingyan South Road, Sanlin Road) in 2026. (Please refer to Chapter 3 Procurement Requirements for details)

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
