一、招标条件 / 1. Tender Conditions

本项目 越南心生义2000t/d垃圾发电项目，招标人为 中国电建集团四川工程有限公司（越南分公司）越南心生义环保项目部，具备招标条件，现进行招标。

This project is the Vietnam Nghĩa Tâm Sinh 2000t/d Waste-to-Energy Project., and the tendering entity is the Vietnam Nghĩa Tâm Sinh Environmental Protection Project Department of PowerChina Sichuan Engineering Co., Ltd. (Vietnam Branch). The project now meets the conditions for tendering and is hereby put out to bid.

越南胡志明市古芝县福协公社

Fuk Hiep Commune, Cu Chi District, Ho Chi Minh City, Vietnam

工期 / Construction Period：

两年/2 years

计划开工日期 / Planned Start Date：开工时间以甲方通知为准。

招标范围 / Scope of Tender：

包括不限于负责施工现场出入口的门卫值班与进出人员登记;控制外来人员、车辆进出，核对证件与通行凭证;对进场设备进行登记核对;按规定路线和时间对施工现场及办公区进行巡逻;对夜间重点区域(仓库、材料堆放区、机械设备区等)进行重点巡视;协助防范火灾、盗窃、打架、破坏等安全事故;协助甲方执行现场封闭管理;协助夜间照明巡检与临时停电应急值守。

The scope of work includes, but is not limited to, providing guard duty at the construction site entrances and exits with registration of all personnel entering and leaving; controlling the access of external personnel and vehicles by verifying identification documents and passes; registering and verifying incoming equipment; conducting patrols of the construction site and office areas according to prescribed routes and schedules; performing focused inspections of key nighttime areas such as warehouses, material storage zones, and mechanical equipment zones; assisting in preventing safety incidents including fire, theft, fighting, and vandalism; supporting Party A in implementing site lockdown management; and assisting with nighttime lighting inspections and emergency duty during temporary power outages.

三、投标人资格要求 / 3. Bidders’ Qualification Requirements

1. 资格能力要求 / Qualification & Capacity

（1）投标人需具有越南境内注册的独立法人资格公司，或具有在越南注册的子公司，具有有效的越南营业执照。

The bidder must be an independent legal entity registered in Vietnam, or possess a subsidiary registered in Vietnam, holding a valid Vietnamese business license.

2. 其他要求 / Other Requirements

不接受联合体投标。
