(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。        

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of people with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
       

(c)本项目的特定资格要求：具备建设部颁发的市政公用工程施工总承包三级及其以上资质，拟派项目经理具备市政公用工程注册建造师二级及其以上资格。本项目专门面向中小企业采购。        

(c)Specific qualification requirements for this program: It has a municipal public works construction general contracting qualification of level three or above issued by the Ministry of Construction, and the intended project manager shall have a second-level or above registered constructor qualification for municipal public works. This project is specifically procured from small and medium-sized enterprises.
       

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
