简要规格描述或项目基本概况介绍、用途：根据《上海市2025年生活垃圾分类工作实施方案》（沪分减联办【2025】2号）、《浦东新区持续优化生活垃圾全程分类体系工作方案》（浦分减联办【2024】1号）、2025年浦东新区生活垃圾分类减量推进工作指标清单等文件要求，2025年沪东新村街道需对25个投放点专项更新并科技赋能、9个投放点微更新。主要以提升分类投放点设施便利化、智能化水平，深化垃圾分类智能场景应用为目标。采购内容主要包括垃圾箱房及垃圾亭更新材料、除臭设备、杀虫设备、周边环境广宣材料等。（具体内容及要求详见招标文件第三章—采购需求书。）
Brief specification description or basic overview of the project: In accordance with the requirements of documents such as the "Implementation Plan for Shanghai's Domestic Waste Classification Work in 2025" (Shanghai Branch of the Joint Office of Domestic Waste Reduction [2025] No. 2), the "Work Plan for Continuously Optimizing the Full-Process Classification System of Domestic Waste in Pudong New Area" (Pudong Branch of the Joint Office of Domestic Waste Reduction [2024] No. 1), and the List of Indicators for Promoting Domestic waste classification and reduction in Pudong New Area in 2025, In 2025, Hudong Xincun Sub-district needs to carry out special updates and technological empowerment for 25 distribution points, as well as micro-updates for 9 distribution points. For details, please refer to the procurement documents.
合同履约期限：合同签定后30天到货并安装调试完毕，验收后提供1年免费质保服务。
The Contract Period: The goods will be delivered and installed and debugged within 30 days after the contract is signed. A one-year free warranty service will be provided after acceptance.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品均不执行价格扣除优惠；（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目不接受进口产品。
