致响应人（TO bidders）:

属于巴瑞萨发电有限公司（以下简称“发电公司”）的巴瑞萨燃煤电站的第三方环评检测服务（2026-2027年度），已具备实施采购条件，现发布采购公告如下：

Third-Party Environmental Monitoring Services (2026–2027) of the Barisal coal-fired power plant in Bangladesh belongs to Barisal Electric Power Company Ltd.(hereinafter referred to as “BEPCL”), which has the conditions and plans to start purchasing, and the procurement notice is issued as follows:

2.项目概述 (Project overview)

2.1 项目名称：第三方环评检测服务（2026-2027年度）

Project name: Third-Party Environmental Monitoring Services (2026–2027)

2.2 采购人：巴瑞萨发电有限公司

Buyer: Barisal Electric Power Company Ltd.

2.3 项目概述Overview of the project

巴瑞萨发电有限公司（以下称“采购人”）拟聘请有资质的公司(以下称“应答人”) 为巴瑞萨燃煤电站提供第三方环评检测服务（2026-2027年度）（以下简称“服务”）。服务内容详见技术规范书。

Barisal Electric Power Company Limited (hereinafter referred to as “the Buyer”) intends to engage a qualified company (hereinafter referred to as “the Replier”) to provide Third-Party Environmental Monitoring Services (2026–2027) (hereinafter referred to as “Services”) for Barisal Coal-fired Power Plant Project. The Service contents are stated in the Technical Specification.

3.工作范围及相关资质要求 (Work scope and related QUALIFICATION requirements)

3.1 工作范围Work Scope

2026-2027年度第三方环评检测服务应包括技术规范书要求的所有工作，包括但不限于：派遣环境检测人员到巴瑞萨1×307MW燃煤电站生产现场对环境相关数据进行收集，并按要求准时完成相关数据结果和最终环境监测报告的提交，详见技术规范书。

Third-Party Environmental Monitoring Services for the years 2025-2027 shall include dispatching relevant environmental monitoring personnel to the Barisal 1×307MW coal-fired power plant site to collect environment-related data and shall complete and submit the relevant data results and Environmental Monitoring Reports on time as required in the Technical Specification.

3.2 检测服务期限：2026-2027年

 Term of Services :  2026 to 2027

3.3 服务地点：巴里萨尔市塔托里镇巴瑞萨燃煤电站现场。

Location of Services: Site of Barisal Coal-Fired Power Station, Tatali Town, Barisal City.

3.4 服务验收标准：满足技术规范中规定的要求，并最终协助甲方在孟加拉环境部获得环评许可。

Service Acceptance Criteria: The Services shall meet the requirements specified in the Technical Specification and shall ultimately assist Party A in obtaining the environmental clearance approval from the Department of Environment of Bangladesh.

3.5 投标人必须有协助孟加拉煤电站获得孟加拉相关环评部门签发的环评许可的相关检测工作经验。

The tenderer must have relevant testing work experience in assisting coal-fired power plants in Bangladesh in obtaining the environmental permits issued by the relevant environmental management authorities of Bangladesh

4.响应文件的提交 (Submission of Response Documents)

4.1 响应文件的详细格式见第3章 “响应文件格式”。

Response Documents is detailed in Chapter 3 “Format of Response Document”.

4.2 响应人请在2026年02月25日16:30（孟加拉时间）之前提交响应文件。逾期送达的投标将被采购人拒绝。

 Please submit the Response Documents before 16:30 pm（Bangladesh time） on February 25, 2026. The BEPCL shall reject the Bid of overdue delivery.

4.3响应文件请以PDF和Word格式发送至liuyifeng@powerchina.cn递交电子投标文件，同时将纸质响应文件递交，递交地址：NESSA HOUSE, NO.12/KA,ROAD 10,Baridhara Diplomatic Zone,Dhaka。

 Responses document should be sent in PDF and Word format to liuyifeng@powerchina.cn to submit the electronic bid documents, and the paper Responses document should be submitted to : NESSA HOUSE, NO.12/KA,ROAD 10,Baridhara Diplomatic Zone,Dhaka.

5.评审 (Bid evaluation)

在收到各响应人的响应文件后，采购人将进行按规定的标准进行评审。

After receiving the Inquiry Response Document from each bidder, the Buyer will conduct an bid evaluation.

6.中标与合同签署 (Winning the bid and Contract signing)

6.1对响应文件实质性响应采购文件要求和评审标准的响应人，经采购人综合评审后确定成交人，并向其发出成交通知书。

For bidders whose Response Documents substantially respond to the requirements of the procurement documents and the evaluation criteria, the Buyer shall determine the successful bidder after comprehensive evaluation and issue a notification to it.

6.2 中标人收到成交通知后应尽快与采购人进行合同谈判，最终与采购人签订合同。

The successful bidder shall conduct contract negotiations with the Buyer as soon as possible after receiving the bid winning notice and finally sign the contract with the Buyer.
